(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應(yīng)商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產(chǎn)品。

(c)本項目的特定資格要求：（1）持有效的營業(yè)執(zhí)照；
（2）具有電力工程施工總承包三級及其以上資質(zhì)、承裝（修、試）電力設(shè)施許可證五級及以上；
（3）具有在有效期內(nèi)的安全生產(chǎn)許可證（有效期內(nèi)）；
（4）擬派的項目負責(zé)人具備機電工程專業(yè)注冊建造師二級及其以上資格；

(c)Specific qualification requirements for this program: (1) Hold a valid business license; (2) Have a level 3 or above qualification for general contracting of power engineering construction, and a level 5 or above power facility license for installation (repair, trial); (3) Have a level 5 or above for production safety license within the valid period (valid period); (4) The project leader to be assigned has a level 2 or above qualification for registered construction engineer in mechanical and electrical engineering;

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
