(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應(yīng)商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產(chǎn)品。

(c)本項目的特定資格要求：（3）須具有依法注冊的獨立法人或其他組織；
（4）供應(yīng)商須具有中華人民共和國住房和城鄉(xiāng)建設(shè)部頒發(fā)的水利水電工程施工總承包資質(zhì)三級及其以上；
（5）具有建設(shè)部門頒發(fā)的《安全生產(chǎn)許可證》（有效期內(nèi)）；
（6）項目負責人須具有中華人民共和國住房和城鄉(xiāng)建設(shè)部頒發(fā)的中華人民共和國水利水電工程專業(yè)二級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書；
（7）單位負責人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為本項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項目的采購活動；

(c)Specific qualification requirements for this program: Republic of China;
(5) Possess a Work Safety Permit (within the validity period) issued by the construction authority;
(6) The project leader must hold the qualification of a registered constructor at Level II or above (including Level II) in the water conservancy and hydropower engineering specialty of the People's Republic of China, issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and have a valid certificate of passing the work safety assessment;
(7) Different suppliers with the same legal representative or in a relationship of direct holding or management shall not participate in government procurement activities under the same contract; suppliers that provide overall design, specification compilation, or project management, supervision, testing and other services for this project shall not participate in the procurement activities of this project;

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；

根據(jù)上海市財政局規(guī)定，本項目招投標相關(guān)活動在上海市政府采購云平臺（網(wǎng)址：http:****）電子招投標系統(tǒng)進行。投標人應(yīng)根據(jù)《上海市電子政府采購管理暫行辦法》等有關(guān)規(guī)定和要求執(zhí)行。投標人在政府采購云平臺的有關(guān)操作方法可以參照政府采購云平臺中的專欄有關(guān)內(nèi)容和操作要求辦理。 投標人應(yīng)在投標截止時間前盡早加密上傳投標文件，電話通知項目負責人進行簽收，并及時查看政府采購云平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標截止時間上傳造成無法在開標前完成簽收的情形。未簽收的投標文件視為投標未完成。

In accordance with the regulations of the Shanghai Municipal Finance Bureau, the bidding-related activities of this project shall be conducted on the electronic bidding system of the Shanghai Government Procurement Cloud Platform (website: http:****). Bidders shall act in accordance with the relevant provisions and requirements such as the Interim Measures for the Administration of Shanghai Electronic Government Procurement. For the relevant operation methods on the Government Procurement Cloud Platform, bidders may refer to the relevant contents and operation requirements in the special column of the platform for handling.
Bidders shall encrypt and upload the bidding documents as early as possible before the bid submission deadline, notify the project leader by phone for receipt, and timely check the receipt status on the Government Procurement Cloud Platform and print the receipt. This is to avoid the situation where receipt cannot be completed before the bid opening
